摘　　要：根据可持续发展的基本要求,从以人为本、系统论、生态化和法制化四方面,阐述了营区规划发展的基本原则,促使科学发展观成为现代营区规划建设的思想与方法。According to basis requirements of sustainable development,starting from four aspects of people-oriented,systematical theory,ecology and legalization,the paper describes the basic principles of the camp planning and development,so as to make the view of science development become the ideas and methods of the camp region planning and construction.
