摘　　要：在工程设计和工程设计管理方面,与国际先进水平相比,中国石油的设计和设计管理还存在一定的差距。为了从设计源头上做好方案优化、提高设计质量、做好投资成本控制、提升本质安全及环保水平,有必要学习和借鉴国际先进理念和做法,并有效应用于工程建设实践中,促进油气田地面工程建设质量和水平的提升。从项目管理体系、人性化设计、前期工程设计、详细设计、设计审查、设计变更管理、安全评估、价值增值做法等几个方面进行了论述,分别同中国石油的设计及设计管理水平和做法进行了比较,并提出了相应的建议,以期对石油行业相关设计及管理人员有所参考和借鉴。In terms of engineering design and engineering design management, there have gaps between the level of China Petroleum and international advanced level. It is necessary to learn international advanced concepts and practices in order to optimize the engineering plan, improve the design quality, control the cost, and improve the intrinsic safety and environmental protection level from the start of engineering and apply them in practice of construction projects so as to promote the overall quality and standard of oil and gas field surface facility construction project. This article discusses project management system, humanized design, pre-design, detailed design, design review, design change management, safety assessment and value improving practices. Comparisons are made with China Petroleum's resent engineering and engineering management practices and suggestions are proposed. The paper can be the reference to relevant design and management person at petroleum industry.
