供给侧改革背景下的西部欠发达地区投资效率及优化研究——以宁夏为例

摘　　要：避免投资效率持续下滑是供给侧改革的重要内容之一。本文通过分析发现伴随着投资率的不断上升,近年来宁夏投资效率持续下滑。在此基础上根据宁夏固定资产投资的主要构成,分析提出宁夏规模以上工业企业盈利能力不足,能源化工为主导的产业发展模式投资乘数效应不足以及房地产对经济带动效应不足,是宁夏投资效率偏低的主要原因,也是宁夏信贷资源投放效率偏低的原因所在。结合发达经济体经验和宁夏实际,在未来一定时期内投资依然是驱动宁夏经济增长的重要因素,仅仅依靠提高投资率将难以为继,避免投资效率持续下滑更加重要。并据此结合实际,基于供给侧改革角度提出了优化投资结构,提高投资效率的对策建议。Avoiding the decline of the investment efficiency is an important content of the supply-side structural reform. The papermakes an analysis and finds that with the rising of the investment rate in recent years, the investment efficiency in Ningxia has continuedto decline. On the basis of above analysis and according to the composition of the investment in fixed assets in Ningxia, the paperanalyzes that profitability of industrial enterprises above scale is insufficient, the investment multiplier effect of energy and chemicalindustry which is the leading industry is insufficient, and the effect of real estate on the economy growth is insufficient, which are allthe major reasons to the low investment efficiency in Ningxia, and also the cause of the low efficiency of credit resources in Ningxia.Combined with the experience of developed economies and the actual situation ofNingxia, the investment still is an important factor todrive the economic growth in Ningxia in a certain period ofthe future, just relying on improving the investment rate will be unsustainable,and it is more important to avoid the decline ofthe investment efficiency. Based on the conclusion, the paper puts forward correspondingpolicy recommendations such as optimizing the investment structure and improving the investment efficiency from the pointofview ofthe supply-side structural reform.
