摘　　要：以农村土地为生产要素的农村土地抵押融资成为农村金融新的创新点,平罗县积极跟踪热点,破解"三农"融资抵押难题,适时创新,推出"农村土地经营权抵押、农村土地经营权抵押+担保人、担保人+农村土地经营权抵押"等多种融资抵押模式,推进农户融资有力发展。在实地调研和相关资料研究的基础上,分析平罗模式运行现状及效果,提出完善农村土地经营权抵押融资的政策建议。The rural land mortgage financing in which the rural land is the production factor has become a new innovative rural finance.Pingluo county actively follows hot issue, resolves the mortgage financing problem of agriculture, rural areas and farmers,makes timely innovation and introducing several modes of financing mortgages such as “rural land management rights mortgage” ,“rural land management rights mortgage ＋ guarantor” , “guarantor ＋ rural land management rights mortgage” and so on, which hasgreatly promoted the development offarmers financing. On the basis offield investigation and relevant information research, the paperanalyzes the operating status and effect of PingLuo mode, and puts forward policy suggestions on improving the rural land managementrights mortgage financing.
