城市总体布局规划实施过程中的政策分析框架——以上海外环绿带为例

摘　　要：回溯和分析城市总体布局规划的实施过程,是认识规划作用、探讨规划效能的基础工作。根据西方公共政策执行理论,建立了总体布局规划实施的政策过程分析框架。以上海外环绿带为例,将其实施过程分为三个阶段,并对每个阶段的背景问题、规划应对、实施条件、执行运作和阶段成效等要素进行了归纳总结。在此基础上,根据分析框架,对每一阶段内各要素的对应性,以及各要素的阶段演变情况进行了分析,由此总结了绿带规划实施过程的特征,并从不同方面对绿带规划的作用和效能进行了探讨。最后对分析框架的适用性进行了讨论。The paper traces back and analyzes the implementing process of plan- ning policy to understand the function and effectiveness of the urban planning sys- tem. Built on the Western public policy theories, this paper establishes an analyti- cal framework of policy implementation. Taking the Outer-ring Road Greenbelt in Shanghai as an example, it divides the implementation process into three phases, and summarizes the main features of each phase in terms of policy background, plan responses, conditions of implementation, operation system and progress of de- velopment. The paper concludes by commenting on the characteristics of the implementing process of Shanghai＇s greenbelt, and the effectiveness of the planning system. Applicability of this framework is discussed at the end.
