摘 要:通过对中国1991-2015年的移民与技术创新相关数据的统计,运用Johanson协整和Granger因果关系检验,考察分析中国智力外流对国内技术创新的影响程度,结果表明,中国智力外流与技术创新存在长期均衡关系,智力外流可能是阻碍中国技术创新的重要因素之一。中国应当提升国内教育水平,加大引进海外智力力度,降低人才流动壁垒,从而留住人才,减少智力流失。With "Talent War" becoming fiercer many developed countries have reinforced their efforts to attract overseas talents through reform immigration policies. And the massive intelligence outflow brings different influences on developing countries with relatively backward economy and technology. Based on the related data of Chinese emigration and technological innovation from 1991 to 2015, this paper uses Johanson co-integration and Granger causality test to analyze the impact of the intelligence outflow on domestic technological innovation. The results show that Chinese intelligence outflow is of a long term equilibrium relationship with technological innovation, and the intelligence outflow may be one of the important factors that hinder Chinese technological innovation.
