摘　　要："三个第一"原则是维和警察防暴队建设的根本原则。坚持"政治第一",就是把理想信念在防暴队牢固立起来,确保维和警察防暴队建设的政治方向;坚持"党组织第一",就是把党性原则在防暴队牢固立起来,确保党对维和警察防暴队的绝对领导;坚持"思想工作第一",就是把战斗力标准在防暴队牢固立起来,确保圆满完成各项维和任务。坚持"三个第一",就是把政治工作威信在防暴队牢固立起来,始终坚持"生命线"地位作用。＂Three Firsts＂ is the basic principle of the construction of Formed Police Units. Adhering to the ＂Political First＂ is to set up the ideals and beliefs with the riot squad to ensure the political direction of FPU; adhering to the ＂Party Organization First＂ is to sticking to the principle of party spirit in the riot squad firmly and to ensure the absolute leadership of the Communist Party of China with FPU ; adhering to the ＂Ideological Work First＂ is to set up standards of fighting capability in FPU to ensure the successful accomplishment of the peacekeeping mission; adhering to the ＂Three Firsts＂ is to establish the prestige of the political work in FPU firmly, and always adhering to the role of the status of ＂lifeline＂.
