超越工具理性:我国户籍制度改革的实践反思

摘　　要：日益强烈的改革需求与成效甚微的改革实践之间的巨大落差,构成当前户籍制度改革的现实困境。从理性视角审视我国户籍制度改革中的关键举措与主要特征,可以发现现存困境的内在原因是政府改革取向中强势工具理性对价值理性的遮蔽,导致理性关系失衡,从而使改革中手段与目的、效率与公平、经济增长与社会发展等价值割裂。在实践层面上具体表现为差别待遇与公民平等权的冲突、有限流动与统一市场的矛盾、常住人口与户籍城镇化的落差。突破当前户籍制度改革困境,要超越工具理性主导,重塑和彰显价值理性,保持政府工具理性与价值理性的合理张力,协调改革成本与收益、均衡效率与公平、统一表征与本质。The huge gap between the increasingly strong reform demand and the little success in the reform practice is the reality plight of the current household registration system reform.Exploring the key initiatives and main features of the reform from a rational perspective,this paper finds out that,the underlying cause of the reality plight is that,the instrumental rationality obscures the value rationality,which results in the imbalance of the rational relations in the reform,and the value rupture of means and ends,efficiency and fairness,economic growth and social development.At a practical level the reality plight is concretely showed in the following aspects as,the conflict between differential treatment and citizen right of equality,the contradiction between limited mobility and unified market,the gap between resident population and household registration urbanization.In order to break through the plight,it calls for transcending instrumental rationality, remodeling and highlighting value rationality, keeping government instrumental rationality and value rationality in reasonable tension,coordinating the reform costs and benefits,balancing efficiency and fairness,and unifying the manifestation and nature.
