摘　　要：社区社会治理的技术缺失和机制缺乏,导致社区社会治理陷入技术困境和能力困境,治理效能自然不高。开放空间会议是一种基于自由、平等、开放为理念的会议模式,它是一种技术,不是一种自然技术而是一种社会技术,不是一种硬技术而是一种软技术,更重要的是一种社会治理机制。为使开放空间会议最大程度地体现出复合型的公共功能,从开放空间会议走向"开放空间会议+",它是一套社会治理的技术体系,也是一套社会治理的系统机制,可发挥众多公共功能。The lack of technology and mechanisms of community social governance leads it into technical and capacity difficulties and also lower governance effectiveness.Open Space Technology is one model based on the concept of freedom,equality and openness.It is a technology,not a natural technology but a social technology,not a hard technology but a soft technology,and more importantly,a social governance mechanism.In order to maximize the reflecting of compound public functions of Open Space Technology,it changes towards Open Space Technology Plus.It is not only a technical system of social governance with many public functions,but also a system of social governance mechanisms.
