摘　　要：党的十八大报告指出,提高海洋资源开发能力,发展海洋经济,保护海洋生态环境,坚决维护国家海洋权益,建设海洋强国。2013年,国家海洋局机构重新整合,积极响应这一战略。改革三年来,海洋执法效率、水平有了明显提升,当然也仍存在海上力量动员不足的问题。许多人认为,组建一支海洋管理机关或执法队伍就可以解决问题,但笔者认为这不是正确的方向,我们需要从海洋管理、执法实际出发,借鉴国外的有益经验,从完善协调机制、加强民间力量等方面寻找答案。In the report of the 18th National Congress of the CPC, China stressed,We should enhance our capacity for exploiting marine resources, develop the marine economy, protect the marine ecological environment, resolutely safeguard China＇s maritime rights and interests, and build China into a maritime power. Hence, in order to actively implement the development strategy, we restructured the developments of state Oceanic Administration. Now, a great progress has been made in improving efficiency and standard of oceanic law enforcement since we launched reform three years ago. However, there are some inevitable flaws in our reform such as the lack of power which participate in management. Many people think that just by establishing only one marine management institute or a law enforcement term can solve the problem, but actually it is not true. We should take lessons from foreign countries not only in marine management and marine law enforcement but also in coordinating mechanisms and strengthening private efforts.
