摘  要:为了更好地利用和管理自然灾害网络舆情信息,该文从自然灾害应急救助角度,归纳了我国自然灾害网络舆情信息的快捷性、时序性、空间性、大数据性及社会性5项特性,综合分析了目前自然灾害网络舆情信息的采集、分析、展示及预警响应技术,特别提出了基于空间位置主导的自然灾害网络舆情信息展示及预警应用模式;并结合国内外自然网络舆情信息管理平台应用现状,分析总结了今后我国自然灾害网络舆情信息管理平台在体系架构、信息内容、服务流程和服务机制方面的建设思路,为国家重大自然灾害应急救援信息管理及救助决策支持平台建设提供技术参考。In order to better use and manage natural disaster network public opinion information,some key characteristics and relief application technologies of natural disaster network public opinion information are reviewed to provide the reference for the platform construction of major national natural disaster emergency relief information management and decision support.First of all,the five important characteristics of the natural disaster network public opinion information in China,namely the rapidness,time-ordered,spatiality,big data,and sociability,are summarized.Secondly,the information acquisition,analysis,display and early warning and response technologies are comprehensively analyzed.And the application display and warning mode of natural disaster network public opinion information based on geospatial location are especially proposed.Lastly,by illustrating management platform applications of natural network public opinion information at home and abroad,the construction ideal of the future national natural disasters network public opinion information management platform,which mainly refers to the system architecture,information content,service process and service mechanism,are analyzed.It will provide a reference for the platform construction of national information management on major natural disaster emergency rescue,and for the technical assistance to decision support.
