摘 要:银监会对村镇银行本地化、民营化的社区银行发展定位虽初步确定,但对主发起银行制度依然固守。主发起银行制度有其积极功用,但亦衍生了众多弊端,经济落后地区因众多银行不愿充当主发起银行而致村镇银行无法设立,经济发达地区的村镇银行又多被主发起行绝对控股而沦为主发起行的分支机构。澳大利亚bendigo社区银行所采用的银行商业特许经营模式,有主发起行制度之利,且无其弊,可完成主发起银行的制度替代,为我国村镇银行彻底民营化和专业化的兼得提供新的思考路径。Localization and privalization in the development of village bank have been determined by CBRC, while the main initiated bank system is reserved. Ahhough the main initiated bank system of village bank has positive effects, it has led to a number of drawbacks, for instance, many village banks failed to be established in economically backward areas because of the lack of the main initiated bank, while many villages became branches of the main initiated bank because of its absolute control in economically developed areas. The bank franchise model adopted by Bendigo Community Bank in Australia has the advantage of the main initiated bank, but without its shortcoming. It can replace the main initiated bank, and provide a new thinking path for the privatization and specialization of village bank in China.
