公共发展环境对于企业专利产出的影响研究——基于政府治理视角的实证分析

摘　　要：公共发展环境是影响企业发展的一项重大制度问题。本文基于政府治理视角,采用世界银行对中国120个城市的调研数据度量公共发展环境水平,研究表明:(1)在公共发展环境水平较高的城市,企业表现出更高的专利产出能力;(2)非国有企业专利产出能力对于公共发展环境水平的敏感度更高;(3)公共发展环境水平对于企业专利产出能力的影响随着企业隶属层级的降低而增强;(4)基于传导机制的考察发现,政府通过增加教育投入,推动技术市场发展、吸引外商直接投资以及遏制权力寻租活动等措施促进了企业专利产出能力的提升。本文研究结论凸显出公共发展环境转型在提升企业技术创新能力中的战略意义。为此,应当加快推进政府转型的步伐,为中国企业的创新发展之路提供有力的制度支持。Public development environment is a major institutional issue of firm′ development. Based on the World Bank 120 Chinese city survey data measuring the public development environment, this paper analyzes the impact of transformation of public development environment on patent activities of Chinese Firms. The results show that, with the influence of high level of public development envi- ronment, local firms show a higher level of patent output. The patent output of non - state firms shows a higher level sensitivity to the public development environment. The influence of the public development environment becomes stronger when the affiliation level of firms is lower. Government may create an environment which is good for innovation by increasing public goods investment in education, encouraging technological market development, fighting against corruption, attracting the foreign direct investment. This study shows that, the improving of public development environment plays an important role in the innovation - driven development strategy and transformation of China＇s economy.
