“多规融合”的实践探索及其存在问题研究

摘　　要：多规融合是新时期破解多规矛盾和提升空间治理水平的重要突破口。从多元利益主体的视角入手,系统分析了多规融合的政策演变过程,并根据推动主体将其划分为理念的萌芽阶段、单一部门主导的探索阶段和多部门联合、上下戮力的实践阶段。提出了多规融合的地方实践主要包括部门合并、规划事权整合和技术融合等。发现目前多规融合缺乏对各部门权力边界的界定、为地方政府寻租提供可能和缺乏法律保障,并据此提出以多规融合为契机界定各部门权力、加强对地方政府行为的监管和以法律保障多规融合实施等建议。Multiple planning integration is an important breakthrough to planning conflict and improvement space governance in the new period. This study takes perspective of multi stakeholders, analyses the policy evolution of multiple planning integration systematically. According to the promoting subject it is divided into three stages,including initial stage,single sector-led stage and multi-sectorial joint stage. This study analyses local practice of multiple planning integration,and grouped into three categoriesdepartments merge,integration of planning powers and technological convergence. This study finds the lack of definition of sector power boundary,possibility of rent-seeking activities of local government and the lack of legal protection are main problems of multiple planning integration. This paper suggests to definite the boundary of sector power,strengthen the supervision of local government behavior and increase legal safeguard on multiple planning integration.
