摘 要:本文通过分析我国公立医院运行机制现状、存在的主要问题和原因,立足当前我国国情和经济社会发展实际,以建立新的公立医院分类管理制度为切入点,提出了推进公立医院运行机制分类改革的政策建议:应建立新的公立医院分类管理制度,将公立医院分为公益型、准公益型、经营型三类,配套完善相应财政投入补偿机制、财务运行管理方式、社会融资管理机制、人事管理运行制度和绩效薪酬管理制度,分类指导公立医院运行机制改革。Based on the current national conditions and the socio-economic development reality in China,the paper aims to establish a new public hospital classification management system as the breakthrough point to put forward the policy suggestions to push forward the reform of public hospital operation mechanism and classification reform. From this point of view,we analyzed the current situation,existing problems and major causes of operating mechanism in public hospitals of China. Studies suggest that China should establish a new system of public hospitals' classified management,divide the public hospitals into public and quasi-public welfare,profit-seeking welfare,form a complete set of perfect compensation mechanism of the corresponding financial support,financial operations management,the social financing management system,personnel management system operation and the performance pay management system,to provide a guidance for the operation mechanism and classification reform in public hospitals.
