摘　　要：在新型城镇化背景下,单纯以发展目标和理想愿景为导向的城市规划,已无法为城市提供切实可行的发展指引与行动路径,规划急需由传统"终极蓝图"向"动态蓝图"转变。基于此,文章将动态规划思想引入辽东湾新区规划实践中,探索具有动态特征的新型城镇规划编制体系与方法,构建了动态规划体系框架,阐述了规划编制内容与规划绩效之间的动态耦合关系,提出了动态规划成果表达模式、动态指标反馈和动态编制平台等,希望能为创新新型城镇规划方法提供研究思路,并为新型城镇科学发展提供理论借鉴与实践经验。In new urbanization, vision-oriented urban planning is no longer applicable and needs to change from ＂ultimate blueprint＂ to ＂dynamic blueprint＂. This article uses dynamic planning in the practice of Liaodong bay new district planning. It explores new urbanization planning compilation system, sets up a dynamic planning framework, explains the dynamic interaction between planning content and performance, and puts forward suggestions on the expression, feedback, and compilation platform of dynamic planning. It provides a new concept in new town planning.
