摘　　要：增强协商实效性是社会主义协商民主建设的一个重要课题。本文围绕"协商实效性"概念,从社会主义协商民主建设的内在要求和现实针对性两个方面论述其重要意义;通过对一般意义上的协商过程及其程序之功能的描述和分析,揭示"协商实效性"概念的内涵,并从三个维度来加以表述;在此基础上,简要提出从机制和程序创新人手增强协商实效性的观点。Strengthening effectiveness is one of the major topics on developing socialist consultative democracy. The writer discussed the significance of consultation effectiveness in terms of the requirements of and practical pertinence to socialist consultative democracy; revealed the connotation of consultation effectiveness by describing and analyzing the process and procedures of general consultation, and expressed in three dimensions; and briefly made his point on strengthening consultative democracy by starting from innovation in mechanism and process.
