摘　　要：大学章程的生命力贵在执行,而大学章程执行是否科学与其执行机制的优化程度休戚相关。国内外大学章程的执行机制主要存在行政外推与组织内生两种模式。执行模式多元化源于大学章程效力渊源的各异,因而在不同章程效力下无论是执行主体、执行程序、执行过程还是执行环境等均存在显著差异。但总体而言,西方国家大学章程执行机制的健全和成熟度较高,我国还处于建设初期,亟待优化完善。高校应明确我国大学章程执行主体的地位,完善程序立法,把控执行过程,健全监督问责机制,改善执行环境,培育良好的执行文化,为我国大学章程执行机制的优化选择适切路径。The vitality of university regulations is in execution, while the scientific implementation of it is concerned with its optimization degree of implementation mechanism. There are mainly administrative extrapolated and organizational endogenous modes at home and abroad. Multiple execution modes originate from effectiveness of university regulations, and thus there are significant differences in execution subject, program, process or environment etc. The execution mechanism of the Western Countries is more sound and mature, but it is still in initial stage and needs to be optimized in China. Accordingly, the status of universi- ty executive body should be made, with controlled process, improved legislative program, supervision mechanism and execution environment and culture, to select appropriate path for optimizing the implementation mechanism of university regulations.
