摘　　要：战略性商品储备是保障国家安全的重要组成部分。对战略性商品储备释放问题的研究旨在提高我国战略性商品储备的释放效率,为我国构建完善的战略性商品储备体制提供思路。文章归纳总结前人对战略性储备的研究成果,明确给出战略性商品储备的定义并对其内涵和职能进行阐述,并从管理体制、储备结构和释放机制三方面对我国现有的战略性商品储备的释放现状进行分析。文章提出改革现行储备管理体制,建立三级职能管理体系;政府与市场共同调整、优化战略性商品储备结构;按照提取权分配方案,提前分配提取权建立我国合理有效的战略性商品储备释放体系等对策。Strategic commodity reserve is an important part of national security. The purposes of this paper aim to improve the efficiency of strategy commodity reserve in the process of releasing, and propose to develop the strategy commodity reserve system. On the basis of the empirical results on strategy commodity reserve, we define the concept and shed light on its meaning and function. We analyze the current situation of strategy commodity reserve in three aspects of management system, the structure and release mechanism.The pre-allocation of the strategic commodity reserve drawing rights is applied to increase the releasing performance and the theory of consumer is applied to prove the economy benefits. Considering the current issues of strategic commodities reserve releasing system, we put forward oriented reasonable and effective suggestions to develop the system： reform reserve management system, establish threelevel function management system, government guidance and market adjustment and optimize structure of strategic commodity reserve.
