摘　　要：临海工业区是滨海用地开发中的重要类型,需满足海陆双重集约要求,其造陆建设需满足海洋资源开发的集约用海要求,转变为城市用地后,亦需满足工业用地集约利用要求。目前我国海洋领域从造陆规模与造陆形态控制方面开展集约用海研究;城乡规划在内陆型工业区集约开发方面积累了一些实践经验,但临海特性研究有限。文章结合临海工业的航运、产业特征,尝试构建陆海统筹开发研究框架,并从规划选址、造陆方式、用地布局等方面思考如何落实集约开发。Maritime industry land is an important type of coastal land development, and it needs to meet the dual requirements of marine and land use. Its reclamation planning needs to meet the intensive exploitation requirement of marine resources utilization, and in the field of urban and rural planning, it is also necessary to comply with the requirements of industrial land intensive using. Marine planning research focuses on land reclamation scale and shape control, and urban and rural planning has accumulated some practical experience in the intensive development of inland industrial area, but the research on the characteristics of maritine industry is limited. The author proposed to deepen the co-ordination development concept combined with the shipping and industrial characteristics of maritine industry. Finally, the paper puts forward some suggestions on location selection, reclamation mode and land layout proposal.
