摘　　要：在参考旅游资源开发评价体系模型以及国家级水利风景区评定标准的基础上,采用德尔菲法构建水利风景区旅游开发潜力评价体系,并基于AHP-模糊综合评价模型实现对淮安市国家级水利风景区旅游开发潜力的综合评价。评价结果表明:淮安市国家级水利风景区旅游开发潜力综合隶属度值为0.362,评语值为较好,但景区管理水平以及基础设施建设仍有待提高。Based on the evaluation system for development of tourism resources and the national standards for establishment of the national water conservancy scenic areas, an evaluation system for the potential of tourism development of water conservancy scenic areas is established by using the Delphi expert method. The comprehensive evaluation of the tourism development potential of the National Water Conservancy Scenic Area in Huai'an of China is realized by using the AHP-fuzzy comprehensive evaluation model. The results show that the comprehensive membership value of the tourism development potential of the National Water Conservancy Scenic Area in Huai'an is 0. 362,and the evaluation value is satisfactory.However,the management level and infrastructure construction are still to be improved.
