新常态下区域规划指标体系建设研究

摘　　要：中国经济社会进入新常态,应建立起新的区域规划指标体系。结合全面小康、现代化和国家"十一五"规划、"十二五"规划指标体系的特点和局限性,从创新发展、和谐发展、绿色发展和开放发展等方面提出由五大板块构成的新常态下区域规划的指标体系。相较于以前的区域规划指标,可丰富协调发展和共享发展的内容,构建更加开放的发展指标体系,从而更好地贯彻执行"十三五"规划精神。In China＇s New Normal, we should set up a new index system of regional planning. Considering thecomprehensive well-off、modernization、the characteristics and limitations of the Outline of the Eleventh and TwelfthFive-Year Plan, we put forward the index system of regional planning under the China＇s New Normal constituted by thefive major parts from the innovative harmonious green and open development. Compared with the previous index of regionalplanning, the new index system has enriched the content of the coordinated development and sharing of development. Thisis an open index system. The index system will better carry out the advice of the outline of the Thirteenth Five-year planby the central committee of CCP.
