摘　　要：在第四届中原智库论坛中,与会专家学者围绕"供给侧结构性改革与创新发展"这一主题,从供给侧结构性改革的理论内涵,需要把握的重要关系,河南推进供给侧结构性改革的对策建议等方面展开了深入系统的探讨。专家们提出了用创新范式来应对中国的经济发展遇到的新问题;用改革的办法推进结构调整;减少无效和低端供给,扩大有效和中高端供给;增强供给结构对需求结构的适应性和灵活性;提高全要素生产率;供给侧结构性改革要与需求侧相辅相成等主要观点,这些观点集中反映了中国供给侧结构性改革研究的新进展。最后针对河南省供给侧结构性改革的着力点,从优化供给结构、坚持创新引领、降低企业成本、深化制度改革等四个大方面进行了深入探讨。In the 4th Central Plains Region Think Tanks Forum, the experts and scholars have a in-depth discussionaround the theme of＂supply-side structural reform and innovation and development＂, from the theory of the supply-sidestructural reforms, the important relationship needs to grasp and the countermeasures that Henan needs to do in thesupply-side structural reforms. The experts presented a lot of main ideas, such as using an innovative paradigm to dealwith new problems encountered in the development of China＇s economy; using reform to promote the structural adjustment;reducing ineffective and low supply, expanding high-end and effective supply; enhancing the adaptability and flexibility ofthe supply structure and the demand structure; enhancing the total factor productivity; balancing the supply-side anddemand-side structural reforms, these ideas reflects the new research progress in China＇s supply-side structural reforms.Finally, aiming at the point of the supply-side structural reforms in Henan, four major aspects have been deeplydiscussed, they are optimizing the supply structure, insisting innovation, reducing costs and deepening reform.
