全球价值链视角下的区域经济一体化及中国的策略

摘　　要：在全球价值链分工不断深化的大背景下,以WTO为标志的多边贸易体制正面临严峻挑战,诸如TPP、TTIP等新的区域贸易安排方兴未艾,国际贸易投资规则面临重塑,区域经济一体化发展出现新特点。如何从全球价值链分工的视角正确认识新一轮区域经济一体化发展新趋势,对于我国采取正确的区域开放战略,进一步提升开放发展的水平和层次,具有重要意义。我们要扎实推进自由贸易区战略,积极转变在全球贸易治理中的角色定位,由国际贸易规则制定的参与者向主导者转变,努力构筑中国主导的自由贸易区网络,形成包括邻近国家和地区、涵盖"一带一路"沿线国家以及辐射五大洲重要国家的全球自由贸易区网络,为我国在国际贸易规则重构中赢得主动,缓冲TPP、TTIP等跨区域贸易协定对我国的冲击,巩固和提升我国在全球价值链中的分工地位。In the context of the deepening division of global value chains, the multilateral trade system marked by WTO has been facing a rigorous challenge, while new regional trade arrange- ments, such as TPP and TTIP, are in the ascendant, besides which, international trade and invest- ment rules have to be remodeled, and the development of regional economic integration appears new characteristics. Figuring out how to correctly cognize the new trend of regional economic integration from the perspective of global value chains is of great significance to China to adopt the appropriate regional opening-up strategy and upgrade the level of opening-up and development. We need to make steady headway in the strategy of free trade area, actively transform the role in the global trade governance, from a participant of making international trade rules to a dominator, endeavor to build a global free trade area net dominated by China, including the neighboring countries and territories, covering those countries along the Belt and Road, and radiating to the main countries of five conti- nents, which will win China the initiative in remodeling the international trade rules, absorbing the shock from cross-regional trade agreements, such as TPP and TTIP, as well as consolidating and ele- vating China＇ s status in the division of global value chains.
