服务业显性比较优势的变迁及中美比较——基于前向联系增加值出口

摘　　要：2010年以来中国服务贸易逆差的急剧增加,从均衡发展意义上提出了提高服务部门效率和国际竞争力的要求。满足这样一个要求,需要科学总结中国服务业国际比较优势的历史变迁,并在与强国比较中作出定位与改进。基于"前向联系增加值出口"测算1995-2011年中国服务业细分产业层面及按要素密集度分类的显性比较优势指数,并与美国进行比较分析。结果显示:(1)中国服务业比较优势指数只有在住宿和餐饮业、内陆运输、水上运输等7个产业部门高于美国,其他服务业产业部门都显著低于美国;此外,中国还有8个服务业产业部门比较优势指数呈现下降趋势。(2)在要素密集度层面,中国比较优势集中在资本密集型服务业领域,且实现了比较劣势向比较优势的转变,劳动、知识密集型服务业及健康教育公共服务业均尚未取得比较优势,而美国服务业发展情况与中国正好相反。(3)贸易结构比较显示,中国以劳动和资源密集型出口为主,美国知识密集型服务业出口已经占据半壁江山。根据分析结果,在服务业规模扩张的同时,要结合中国经济现实和国际发展推动服务业产业结构转型升级。Based on the forward linkage value added exports from 1995 to 2011,this paper compares revealed comparative advantage of China and American＇s service industry on segments of the industry level and the classification level according to the factor intensity characteristics. Results show that：（ 1） China＇s service industry only gains revealed comparative advantage over a few sectors,for example,hotel and restaurants,inland and water transport etc. and all of the other sectors significantly lag behind America.（ 2） China in the division of labor of the global value chain,comparative advantage concentrated in capital intensive service sector and has achieved a transformation from comparative disadvantage to the comparative advantage,knowledge intensive services and health,education,public service have not yet to obtain a comparative advantage,and the USA just the opposite to China.（ 3） Trade structure,labor and resource intensive export dominated China＇s export,and the knowledge intensive services exports have accounted for half of USA. The results of this paper have important policy implications for the transformation and upgrading of the industrial structure of service industry.
