摘　　要：创新集群的产生条件可以归纳为四点:邻近的地理条件、成熟的产业集群、丰富的创新资源、良好的政策环境和创新氛围。影响创新集群产生和演变的因素可以分为动力、学习和激励三个方面。内生动力和外生动力机制相互融合组成创新集群演变的动力机制,其作用使得创新集群成为一个有机的整体;知识流动和集体学习组成创新集群演变的学习机制;企业创新对外部知识技术的需求、创新集群演变对成果转化的需求以及中介机构为协同合作提供的信任资本组成了创新集群演变的激励机制。Formation conditions of innovation clusters could be summarized into four points： geographical proximity,mature industrial clusters,rich innovation resources,and a favorable milieu of innovation and policy environment. Influencing factors of the formation and evolution of innovation clusters could be divided into three aspects： dynamic mechanism,learning mechanism and incentive mechanism. Interior- and outer-dynamic mechanisms complement and integrate with each other,and they make the innovation clusters to be an organic whole. Learning mechanism consist of knowledge flow and collective learning,which is the basis of cluster innovation.Incentive mechanism of innovation clusters which consists of the demand of enterprise innovation for external knowledge technology,the demand of innovation clusters to the results of the transformation,and trust capital provided by the agency to cooperate with the cooperation,stimulates the evolution and development of industrial clusters to innovation clusters.
