摘 要:公共危机的治理和防控是当前全世界面临的重要话题,其中与公众有着密切关系的动物疫情公共危机防控已成为摆在各级政府部门面前的重要工作。但是,公共危机的治理并不是仅靠某个部门或某个群体能够实现的,它需要全社会的共同协作才可以达到防控的目标。从复杂适应系统(CAS)的角度分析了动物疫情公共危机防控中的多元治理主体,解释了动物疫情防控系统的复杂性特点,在充分分析系统内各主体的行为刺激反应性基础上,进一步探讨了多主体之间的相互关系,意图使得这些主体之间形成强大的合力,最终高效地、协调地构建出动物疫情公共危机的防控体系。Currently, the management and prevention of public crisis are an important topic worldwide. The preventionand control of animal epidemic which has a close relationship with the public becomes an important work for governmentdepartments. However, the governance of public crisis cant be realized depending on only a department or agroup. It requires the whole society to work together to achieve the goal of prevention. From the perspective of complexadaptive system (CAS) , the paper analyzes multiple subjects in the prevention and control, explaining the complexcharacteristics of animal epidemic prevention and control system. Based on the full analysis of stimulate behaviorfor each subject in the system, the paper further explores the relationship between multi-agents with an intention tocreate a strong force between the bodies and ultimately build an efficient, coordinated animal disease prevention andcontrol system.
