基于海外案例的图书馆互联网权利探析

摘　　要：随着人类进入互联网时代,互联网接入图书馆成为图书馆基本服务能力的一个重要指标,因此图书馆互联网权利保障问题受到业界的不断关注。图书馆互联网权利面临传统的图书馆权利在网络空间的适用局限、不同互联网层次具有不同的权利吁求、图书馆网络基础设施受到权利威胁、商业机构侵害网络公共权利等挑战和问题。海外图书馆互联网权利的案例分析表明,我国图书馆应从图书馆互联网权利的内容层面、实施和保障层面、理论和研究层面予以应对。Since the age of internet was coming, internet access is a key index of the library service capability, As a result, issues on internet rights guarantee in the library are gaining increased concern, Challenges and problems internet rights in the library faced include： limitation of traditional library rights in internet space, different rights demand of different internet layers, network infrastructure is under threaten by the rights, and business institutions violate the public rights. It is shown that domestic library should give countermeasures in the contents of internet rights in the library, implementation and guarantee, theory and research by the overseas case analysis.
