开放获取期刊再利用权益管理方案的设计与应用

摘　　要：开放获取期刊再利用已成为当前图书馆资源建设的重要内容,但再利用过程中涉及多方利益,存在复杂权益问题。开放获取期刊再利用权益管理方案包含在图书馆数据采集、存储、组织和再利用服务、调用环节中,其为实现开放获取期刊合理再利用所应采取的具体措施和解决关键权益问题提供策略。中国科学院文献情报中心GoOA平台运用该方案,建立起可持续的开放获取期刊资源获取机制,并通过明确标明作品权益信息和原始来源、提供数据使用协议等方式,有效保障各方权益和平台的稳定运行。Open access journal reuse has become an important part of the library collection development and management. However, during the reuse process, there exsit complex rights and interests issues with a series of subjects involved. The rights management scheme for open access journal reuse contains specific measures for library to achieve a reasonable reuse of open access journals and strategies to solve key rights and interests issues from four steps, including data collecting, storage, organizing and reuse service, and invoking. GoOA, run by NSL, CAS（National Science Library, Chinese Academy of Sciences）, establishes a sustainable open access journal acquisition mechanism by using this management scheme. Moreover, by marking works＇ copydght and interests information and original sources clearly, providing the data use protocol, the interests of all subjects would be effectively protected and GoOA platform could be in stable operation.
