摘　　要：对街区制的发展过程、实践案例以及带来的影响进行了解读,并提出相应的实施对策。结果表明,街区制具有开放性、共享性、融合性和公共性等特征,街区制的实施对服务行业带来巨大的影响,促进社会公平,但也存在实施难度较大、遇到阻力较大等问题。文章认为,街区制的实施需要综合考虑软件和硬件等各方面因素,需要公众以一种积极的态度去推动。In this paper, the development process, case study and implementing measures is interpreted proposed concerning the block system. Results show that block system is open, shared, integrated and public, and has huge impact on the service industry and promoting social equity. However, it is never easy to be put into practice. The author suggests that the issue be considered from a comprehensive perspective and needs active public support.
