摘　　要：通过改革管理体制、优化机构设置、创新服务方式、强化资源整合,探索建立＂大部门体制、县级权限、城市职能＂的新型行政管理体制,着力解决＂小马拉大车＂问题＂温州是中国民营经济发展的先发地区,是改革开放的前沿阵地。龙港镇被誉为‘中国第一座农民城’,创造了很多改革经验＂。6月6日,国家发改委副主任胡祖才在浙江省苍南县龙港镇调研时表示,＂当年,苍南县委县政府顺应发展规律、顺应群众期盼,The authorities slove the problem of 'a little horse dragging a big wagon' through reforming the administrative reform system, optimizing the organization strucuture, reonovate the service modele and stepping up the Integrating of resources.
