绍兴纺织印染业废水治理现状问题及对策

摘　　要：通过对绍兴纺织印染业现有政策的调研,发现其废水治理存在着集中处理政策设计不足、第三方治理机制不完善、市场化定价机制不健全、排污权交易未有效实施、绿色信贷政策力度不足、产业布局趋紧导致水环境自净压力增大等问题。为解决纺织印染业废水治理现状问题,提出创新废水集中预处理模式、推动第三方治理产业化发展、完善市场化定价机制、改进排污权交易制度、落实绿色信贷政策、建立海陆统筹治水体系等对策建议。通过技术进步来提升废水治理效率和效果,以更好地促进绍兴纺织印染业的可持续发展。The paper reveals some wastewater treatment problems based on the investigations of current policies and practices of Shaoxing＇s printing and dyeing industry. These problems include the lack of policy design in disposing concentrated sewage, undefined market-based pricing mechanism, unsound third-party governance mechanism,failure in adopting effective emission trading,insufficiency of green credit policies and self-purification of water environment pressure due to tighter industry layout. In order to solve the wastewater treatment problems of the printing and dyeing industry,this paper puts forward policies and suggestions as follows： innovating the mode of concentrated wastewater pretreatment,promoting the industrialization of third-party governance,perfecting market-based pricing mechanism,improving industrial emission standard system and emission trading system,implementinggreen credit policy and establishing a system of governance which involves the land and sea as a whole and so on. Improving the efficiency and effect of wastewater treatment by means of advance in technology can promote the sustainable development of printing and dyeing industry in Shaoxing.
