摘 要:当前流域生态环境问题的日趋多样化和复杂化,各种利益冲突也日益尖锐。对于流域环境保护,过去主要依靠工程治理,而大量的现实证明,这并不能从根本解决流域环境问题。以四川省内江市隆昌县为例,剖析这一类型水资源贫乏地区所面临的环境问题。通过模型预测证实在此类地区,传统管理手段在解决环境问题上的束手无力。借鉴国外经验,这一类型地区提出解决其发展矛盾的流域管理政策建议,为实现这一类型地区可持续发展提供政策支持。At present, the environmental problems of the river basin are becoming more and more diversified and complicated. Meanwhile, the conflicts among stakeholders also becoming more and more serious. Watershed environmental protection, in the past, mainly relies on engineering managements. However, a lot of cases showed that it could not solve the environment problems fundamentally. This study takes Longchang County, Neijiang City, Sichuan Province as an example, to analyze the resources and environment pressure of these typical water - deficient areas. Mathematical model prediction confirms that, in such areas, traditional methods are inefficient to solve the environmental problems. Learning from foreign experiences, the paper put forwards the policy advises of watershed management to solve the contradiction between resources and social - economic development of this type of area and provides policy support to help achieving the regional sustainable development.
