善治下的恩施民族地区新农村建设模式研究

摘　　要：提高社会主义新农村建设水平,既要遵守社会发展的一般规律,还要认真听取农民开展农村改革的内在想法,将其和基层政府推行的外在改革相衔接,逐步推向前进。对恩施州来讲,需要在全面尊重群众个体意愿基础上,从当地农村实际出发,在村治理层面实现功能耦合,建立适宜民族地区管理的善治格局,实现公共利益最大化,充分满足少数民族群众的物质需求和精神诉求,以实际行动推进基层民主进程。Improve the level of the socialist new rural constxuction, should not only comply with the general law of social development, but also listen to farmers to carry out rural reform ideas, and its gTassroots, the external of corresponding reform carried out by the government to push forward step by step. For Enshi minority areas, need on the basis of fully respect their individual willingness, from the local rural reality, realize the function of the coupling in village governance level, set up appropriate management pattern of good governance in national regions, to maximize the public interest, and fully meet minority masses material benefit and spiritual pursuit, take concrete actions to promote democracy at the grass-roots level, conducive to the realization of the rural political civilization.
