摘　　要：IEC 61508为功能安全产品的开发和实施确立了框架性的基本要求。针对国产安全控制系统TCS-900如何达到SIL3(Safety Integrity Level 3)安全完整性要求的目标,从安全生命周期模型的建立与执行、系统失效分析与设计、技术措施的实践,到安全验证与确认过程,对其研发实践过程进行了剖析和总结。对同类功能安全产品的研发提供参考。IEC 61508 established the framework of the basic requirements on the development and implementation of functional safety products.Aiming at achieving the SIL3（safety integrity level 3） of the domestic safety-related system TCS- 900,the research and development process practice experience is examined and summarized,from the safety life-cycle model establishment and application,system failure analysis and design, technical measures in practice,to the safety verification and validation process.
