残疾人机动车现状及对策研究——以浙江温岭市为例

摘　　要：残疾人机动车是残疾人用于代步的工具，利用残疾人机动车开展营运是政府为解决当前残疾人就业难，为残疾人寻求自我谋生的一种手段。但遍布在温岭市各个角落的残疾人机动车，给城市秩序、城市形象和群众出行的安全、畅通带来一系列问题。本文对温岭市残疾人机动车的发展现状进行深入调查，介绍了该市残疾人机动车数量与涉及残疾人机动车的事故情况，总结温岭市残疾人机动车发展特点。分析了温岭市残疾人机动车盛行的成因和危害，并提出大力发展公共交通，建立健全残疾人机动车运营制度，规范残疾人机动车生产、改装、销售市场，完善残疾人机动车营运工作规范等合理化建议。The special motor vehicle for the disabled is a transportation tool for the disabled pcople. Currently, the government permits the disabled to use this kind of motor vehicle to do business in the hope of solving the employment difficult of the disabled and helping them find a way to make a living. But the special motor vehicles for the disabled are now scattered at every comer of Wenling city, which cause a series of problems in maintaining the order of the city, the city image, the traffic safety and the smooth flow of urban traffic. In this paper, the author made an in-depth investigation of the current situation of the special motor vehicle for the disabled in Wenling, including the number of this kind of vehicle and the accidents involving them, and reach a conclusion about the development characteristics of the motor vehicle for the disabled in Wenling. The paper also analyzed the reasons and the harm brought by this development, proposed some rational suggestions, such as giving priority to the development of the public transit, establishing the system for the transportation operation of the disabled, regulating the production, modification and marketing of the motor vehicle for the disabled, improving the operation regulations for the motor vehicle for the disabled, etc.
