摘　　要：基于平衡计分卡原理,建立市政道路的运营评价模型及评价的二级指标。然后,根据层次分析法确定各指标的权重,根据权重加权求和计算评价得分,同时进行等级划分,并根据支付标准进行服务费用的支付。研究成果可为政府付费及私有资本的回收提供方法和依据,以实现PPP项目公私双方的"共赢"。Based on the balanced scorecard principle, this paper establishes the operational evaluation model of municipal road and the secondary index. Then, determines the index weight based on the analytic hierarchy process.Finally, divides hierarchies according to the evaluation score and pays the service fee according to the payment standard. This result has provided ways and basis for the government payment and the private capital recycling, to achieve the ＂win-win＂ situation between both public and private sides in the PPP project
