促进农业科技成果转化的法律保障——以福建省培育新型职业农民为例

摘　　要：分析了福建省在促进农业科技成果向新型职业农民转化中存在法律保障缺失、资金投入少、缺少完善中介服务机构等诸多问题;阐述了农业科技成果转化应以新型职业农民为主要对象,培育新型职业农民是促进农业科技成果转化的必然逻辑结果;提出了通过地方立法,在信贷发放、土地使用权流转、税收减免、完善中介服务等方面提供法律支持和保障的对策建议。The problems in the process of promoting the transformation of agricultural scientific achievements to new professional farmers are analyzed,such as,lacking of law protection,investment,and thorough intermediary service organization and so on.It is expounded that the transformation of agricultural scientific achievements should regard new professional farmers as the main object,and fostering new professional farmers is an inevitable logical result of promoting the transformation of agricultural scientific achievements.It is proposed that by local legislation,legal support and protection should be provided on aspects of issuing the credit and loan,transferring the land use right,deducting and exempting tax,and improving the intermediary service,etc.
