摘　　要：随着工业化、城镇化进程的快速发展,作为中部崛起支点的湖北省面临着资源稀缺和生态环境污染严重双重压力,实行资源有偿使用制度和生态补偿制度,改革生态环境保护管理体制是破解这一难题的重要经济手段。基于此,湖北省生态补偿机制建设应当面向经济社会全面协调可持续发展的战略需求,确定核心任务,完善生态补偿的标准,探索完善市场机制与政策手段和社会治理手段相结合的路径,构建"分类、分区、分级"的生态补偿运行机制,解决生态补偿实践中的管理体制问题,整体提升生态补偿的能力建设。With the rapid development of industrialization and urbanization process, Hubei province, as the fulcrum of Mid-China＇semergence, has faced double pressures of scarcity of resources and serious ecological environment pollution. Therefore, carrying outthe system for the paid use of natural resources and the system for the provision of environmental compensation, as well as reformingmanagement system for ecological environmental protection is an important economic means that must be taken if we are to address theproblem of this double pressures. On this basis, this paper argues that in order to promote the development of mechanism to underpin theenvironmental compensation in Hubei province, they must orient their work to the strategic needs of comprehensive, balanced and sustainableeconomic and social development, and set core tasks. And improvements must be made to standards of environmental compensation.At the same time, they should find an approach that can improve the combination of market mechanism with the means of policy andsocial governance, build ecological compensation mechanism that is characterized by classification, subarea, and grading. In addition, themanagement system problems that they face in the practice of ecological compensation must be addressed so as to promote the capacitybuilding of ecological compensation as a whole.
