摘　　要：大学章程是大学的母法和基本法,是现代大学制度的重要载体。大学章程的制定和实施需要遵循法治和创新原则、需处理好理想与现实、共性与个性、自由与制约等三个关系,制定过程应严谨规范,实施过程应重在落实,切实遵守。The university charter, as the basic law, serves as an important supporter in the modern university system. This article proposes some ideas on the formulation and implementation of university charters,including the principle of formulation and innovation,the relationship between ideal and reality,generality and individuality,freedom and regulation. It puts forward that the formulation process should be standardized, and the implementation process should be workable and practical.
