摘　　要：通过对中央有关决定和习总书记系列重要讲话精神的学习,本文指出以德立法是依法治国的重要前提,全面深化改革和全面推进依法治国,既要依法改革也要着手法律改革。在此基础上,提出了更高层次思考和探索国土资源法治工作新格局、更长远谋划国土资源战略布局等国土资源法律改革的八方面建议。By studying relevant decisions of CPC Central Committee and serial speeches of General Secretary Xi, this paper points out that morally oriented legislation is an important foundation for legal national governance, and all- around deepening reform and all-around promotion of legal governance not only needs reforms in agreement with laws, but also requires reforms in terms of laws. Furthermore, this paper has made some reflections on state land and resources administration at higher levels, and formulated eight proposals on legal reforms for exploring new work patterns for law making and enforcement, as well as long-term strategic planning for state land and resources work.
