摘　　要：供给侧结构性改革是近期改革的热点,是指适应需求的变化,适应人们生活水平的提高,从供给、生产端入手,从提高供给质量出发,用改革的办法推进结构调整。本文分析了供给侧结构性改革的内涵和背景,并提出从正面宣传,逐步去除无效产能,化解产能过剩,实施制度供给创新,适应需求的多层次性,加快转型升级,提供不同层次的有效服务供给入手,推进供给侧结构性改革。Structural reform of the supply side is one part of the deepening all-round reform. It can be under- stood as ＂supply side ＋ structural ＋ reform＂, which means starting from production side and then upgrading the quality of supply products, so as to push the structural adjustment by method of reform. The article analysis the meaning and background of structural reform of the supply side, and propose the solution as following ： gradual- ly removing ineffective capacity, resolving excess capacity, implementation innovation of system supply, adapting to different level of demand, accelerating the transformation and upgrading.
