农村信访法治化嬗变探析--基于西部三县的调查研究

摘　　要：在当前整个信访工作形势向好发展的情况下,农村信访问题却依然严重且出现很多新特点。探究产生农村信访问题原因,在上访民众、村组干部、基层政府、信访部门、司法部门、法律制度方面分别存在不找法律找"亲人"、不讲法治讲人治、不用法治用钱治、不靠法治靠权治、有法难依、无法可依等问题。把信访纳入法治化轨道将成为必然,但不可一蹴而就,必须走渐进式嬗变之路。需要打好"强心针"、筑牢"防火墙"、把好"方向盘"、加足"助推剂"、织密"安全网",通过多措并举,铺设嬗变之路,共同推进农村信访法治化建设。The rural letters and visits problem is still serious and has many new features. The problems include dependent on ＂family＂ instead of laws, the rule of man, rule with money, the rule of power, in terms of petitioners, village cadres, grass-roots government, letters departments, judicial department, the legal system. The petition into the orbit of rule of law, letters and visits system must take the progressive evolution.
