摘　　要：作为最早在我国农村建立社会保障制度之一的五保供养制度,尽管不同历史时期的供养责任主体有所差异,但是随着我国政府对民生问题的重视,近年来,我国的农村五保供养水平已经有了较大的提升。然而,就目前实际发展情况来看,我国五保供养制度实施过程中还存在许多新的问题。城镇化进程中凸显出的社会保障制度转换后保障缺失及五保对象的财产归属权不明确、五保供养质量难确保、社会力量参与不足等一些列问题,都亟待通过明确赡养人权利与义务、健全法律、加强评估监督、鼓励社会参与等形式来解决。As one of the earliest established social security system , although the main responsibility subject varies in different historical periods,as the emphasis on the livelihood issues of our government deepening in recent years, the rural five-guarantee supporting level has been greatly improved. However, in terms of the current actual development situation, China＇s five-guarantee system still has many new problems in the implementation process,such as,lacking of protection after the conversion of the social security system and lacking of clear property ownership and beneficiaries object during the process of urbanization , being difficult to ensure the five-guarantee supporting quality, lacking of social forces to participate in and some other problems.Therefore, it is urgent to solve them by clearing rights and obligations of the supporting person, improving the law and strengthening supervision and assessment, and encouraging social participation and other forms.
