摘　　要：目前全国人大常委会已经启动《基本医疗卫生法》的立法程序,我国应以此为契机推动医疗卫生事业的发展。基本医疗卫生立法应明确:卫生事业的公益性性质;规范社会与个人的健康责任;社会与公民个人均参与到卫生事业中;在基层医疗卫生服务中将公共卫生和临床医学融合成一体;集中卫生计生行政管理和加强综合卫生监管,提高卫生治理能力。At present the National People＇s Congress （NPC） has started the legislation procedure of Basic Medical and Health Law, which should be taken as an opportunity to promote the development of medical and health undertakings in our country. The legislation of basic medical and health law should make clear public welfare nature of health service, specify society and the individual＇s health responsibility, and the society and citizens should all be involved in the health service, merge public health and clinical medicine into one in basic medical and health services; meanwhile we should focus on the management of family planning office, strengthen the supervision of comprehensive health, and improve health management ability.
