内外联动与自主性外交理论的探索

摘　　要：21世纪以来,内政与外交频繁、紧密的互联互动已经成为当今国际社会突出的常态性特征。既有侧重国际体系因素的结构理论和侧重国内因素的外交政策理论均已难以令人满意地解释内外联动新常态下的外交现象,我们需要新的理论工具去观察和分析这一现象及其本质。"结构—认知—行为"分析框架通过认知因素能够同时将施动者与结构因素连接起来,是实现国际政治结构理论与外交政策施动者理论相互融合的有效路径。国际关系的施动者是处于"国际社会—国家—国内社会"内外联动结构下的自主性国家。自主性外交理论假定,各国基于自主性的追求而与不同层面、不同属性、不同主体间的结构性因素的互联互动决定了各国外交行为。自主性外交理论实现了施动者理论与结构理论的综合,具有一定的理论创新意义。自主性外交理论基于内外联动的国际政治新特征,是理解当代外交行为性质与变迁的有益视角,具有较强的实践价值。作为兼具一般性与中国特色的理论体系,自主性外交理论必将促进中国特色外交理论的发展。Since the 21 st century,the frequent and close interaction between domestic and foreign affairs has become the new normal of today's international community. Facing the new era of internal-external interaction, the theories which emphasize the structural or agential factors cannot satisfactorily analyze the internal-external interaction phenomena which need new theoretical tools to deal with. The framework of 'Structure-Cognition-Behavior( SCB) ',which can connect the structural and agential factors through the cognition of agent,is a useful approach to synthesize the structural and agential theories of foreign policy. The agent of international politics is the autonomous state under the background of 'international society-state-domestic society'. The state autonomy diplomacy( SAD) theory holds that the pursuit of state autonomy based on the interaction between different subjects and between different attributive factors which come from different analytical levels, determines a state 's foreign policy. The SAD theory has some theoretical significance because it satisfactorily integrates different factors which simultaneously come from structural and agential levels. The SAD theory which attaches importance to the internal-external interaction also has great practical significance to understand the foreign policies of different countries. As the SAD theory is constructed based on both the general concepts accepted by most countries and the Chinese experience,it will promote the construction of diplomatic theory with Chinese characteristics.
