总体国家安全观视阈下东北亚安全合作困境探究

摘　　要：总体国家安全观的核心特征在于其综合性和全方位,基于这一总体国家安全的分析框架,东北亚地区安全困境主要体现在六个方面:即非对称性安全合作结构、非常态化公共安全产品供给模式、非机制化安全事务协调模式、非均衡性安全合作主题、非正式的安全管控方式以及非包容性安全合作理念等。作为中国重要的战略支撑点,东北亚地区无疑是中国打造良好外部环境的重中之重。诸多安全困境的存续是当前与未来一个时期东北亚安全结构的基本特征,也是推进地区安全合作的基础与前提,地区各国应审时度势,积极参与和推动东北亚地区安全合作进程,将破解地区安全合作困境作为地区各国的共同使命。The core features of the Overall National Security Outlook lies in its integrated and comprehensive aspects. Based on the analytical framework, the Security Dilemma of Northeast Asia can be mainly interpreted in six aspects： the non-symmetry structure of regional security cooperation, the unnormalized supply model of public security products, the non-institutionalized coordination model of regional public security affairs, the non-equilibrium theme of public security cooperation, the informal management and control of regional public security, and the non-inclusive philosophy of public safety cooperation. As an important strategic support point for China, the Northeast Asia is undoubtedly a top priority for China in building a good external environment. It is the basic characteristics of Northeast Asian security structure that some subsisting security dilemma still exit for a period, which are the foundation and prerequisite in promoting regional security cooperation. Each country should assess the situation, then actively participate in and promote the security cooperation process, and set it as a common mission to break the regional security cooperation dilemma in Northeast Asia.
