摘　　要：结合当前煤炭行业"转型升级"的新趋势,分析煤炭集团公司建立战略规划管控体系的必要性,通过制定有效的战略实施规划,研究建立符合煤炭集团公司实际、具有特色的发展战略实施规划与管控体系,以确保发展战略规划有效施行。In combination with the new tendency of the ＂transformation and upgrading＂ in present coal industry, the paper analyzed a necessity of the coal group corporation to establish the strategy and planning management and control system. With the effective strategy implemented planning set up, the development strategy implemented planning and management system fit- ting with the actual of the coal group corporation was studied and established in order to ensure the effective implementation of the development strategy planning.
