摘　　要：权力清单制度的建立和发展经历了从局部尝试、试点探索到上升为国家意志,再到全国自上而下全面推行铺开阶段,是一个制度创新与扩散的演变过程。地方政府创造性地实现了权力清单制度的横向拓展与纵向延伸,同时也展现了权力清单制度运行平台与细分标准的差异性。从目前来看,地方权力清单制度实施的主要问题有:制度规范性不足,法律法规改革滞后,制度体系间"信息孤岛"现象突出,关键事权下放不充分,放管脱节,部门协同难,执行力度逐级递减等。改进权力清单制度,要进一步提升权力清单构建的法治思维,创新权力清单编制理念、公开形式及载体,做好权力清单的衔接配套,完善权力清单制度的标准,扩大权力清单制度的开放性,增强改革的系统性与协同性,强化权力清单制度的执行力。The establishment and development of the power list system,acting firstly as local attempts and pilot exploration,and then as state will,till now covering the whole nation from top to bottom,is the evolution of a system of innovation and diffusion. The innovation of local government brings about the horizontal expansion and vertical extension of the power list system,and also shows its operating platform and differences of segmentation criteria. From the current point of view,main obstacles of implementing local power list entail insufficient system specification,backward reform of laws and regulations,prominent ＂ the information island＂ in systems,inadequate decentralization of key issues,distinct disconnection between decentralization and administration,terrible coordination among various government sectors,poor simplification in hierarchy,mechanical implementation and gradually diminishing executive strength,and so forth. All that should be done to improve power list system is to enhance legal thinking of its structure,to innovate its preparation concept,to public format and carrier,to work hard at its interface alignment,to improve its standards,to expand its openness,to enhance systematization and coordination of reform,and to strengthen its execution capacity.
