摘　　要：开展国际科技合作是建设丝绸之路经济带的重要内容,历史上丝路国际科技合作已有先河。在新的时代背景下,西安新起点国际科技合作具有政治互信、经济互利、文化互通的特征,在充分发掘合作的区位优势的基础上,应确立继往开来、全面开放、合作共赢的合作目标,明确企业、政府、高校在国际科技合作过程中的角色定位,统筹优化科技资源及合作优势,为促进西安新起点城市经济社会全面发展提供助力。International technology cooperation has been an important element of construction of Silk Road Economic Belt. In the new era, intemational science and technology cooperation of Xi＇an as new starting point city of Silk Road has the characteristics of the mutual political trust, economic benefit and cultural exchange. Based on the location advantages, the goal of keep-going, comprehensive opening and win-win cooperation shall be established, the roles of enterprises, government and universities in the process of international technology cooperation shall be clarified, and resources and advantages of technology cooperation shall be overall planned, in order to promote the economic and social development of Xi＇ an as new starting point city of Silk Road.
